Planning Committee

AS OF MARCH 2013 THE PLANNING COMMITTEE HAS BEEN DISBANDED AND REPLACED BY CENTRAL PLANNING COMMITTEE, NORTH EAST PLANNING COMMITTEE AND WEST PLANNING COMMITTEE.

 

Terms of Reference

 

The terms of reference and functions of the Planning Committee are to deal with the following matters:-

 

  • the development and approval of Fife wide planning policies except where these are reserved matters for the Council;
  • the preparation of the Fife Structure Plan, in conjunction with the Chair of the Environment and Transportation Committee, for submission to the Council;
  • the development and adoption of local plans;
  • building control (insofar as not delegated to officers);
  • any planning matter of a description falling within the remit of the Area Committee which raises Fife-wide policy or strategic issues or which has implications, including financial implications, for the Council as a whole;
  • the approval of responses on behalf of the Council to consultation on planning applications being considered by other planning authorities; and
  • the determination of planning applications where these are not devolved to Area Committees or officers  including applications:-
    • which relate to the strategic policies or proposals of the Council, including economic development, tourism, regeneration, retail and environmental policies or proposals;
    • which have an impact beyond the geographical boundaries of one Area Committee;
    • which raise new planning or policy issues of a strategic nature;
    • which would involve the Council in significant additional or unprogrammed expenditure on infrastructure;
    • lodged with adjacent Councils which have an impact on Fife;
    • submitted to the Committee by any Area Committee or referred to it in terms of any Council procedure including applications contrary to the Development Plan which the Committee is minded to determine contrary to the recommendation of the Head of Development Services;
    • which, in the professional judgement of the Head of Development Services, in consultation with the Chair of Planning Committee and the appropriate Area Chair, requires to be submitted to the Committee having regard to the nature of the application and the issues raised by it.
