1. FUNCTION

1.1 To ensure cleaning is carried out timeously and safely after there has been a roof leak, flood or other structure damage to NHS properties and any other incident that requires a special clean.

2. LOCATION

2.1 All areas where Fife NHS provide a cleaning service.

3. RESPONSIBILITY

3.1 The managerial responsibility for Domestic Services rests with the Director of Estates, Facilities and Capital Services. The local management of the service is delegated to the local Support Services Managers based within West Fife, Central Fife, Stratheden Hospital/Glenrothes/North East Fife.

3.2 Support Services Managers are responsible for Domestic Services within their locality and are responsible for working with the local Estates Officers and building occupants to ensure that the area is restored to use as soon as practicable.

4. OPERATIONAL SYSTEM

4.1 Support Services Manager and Estates Officer should carry out an initial visual risk assessment before cleaning starts in order to avoid any health and safety issues.

4.2 There is a requirement that the following topics are considered to ensure a safe reaction to the incident:

  1. Is a Method statement required?
  2. Is a visual Risk Assessment adequate eg: are there hazards which are not obvious such as asbestos present?
  3. COSHH Assessments on all chemicals used.
  4. Training on the use of machinery is adequate.
  5. Control measures for equipment.
  6. Is the overall environment safe

4.3 During normal working hours staff should contact their local Facilities Team names.  For incidents occurring out of hours, please contact Facilities via switchboard.  VHK and QMH have 24 hour Domestic staffing.

4.4 Contact your local Estates Team on call service out of hours if there is an impact on services, such as: power, water and anything else that might impact on clinical services.

5.1 Assessment is built into the Operational System (paras. 4.1 and 4.2)
