1. FUNCTION

It is a contractual obligation that all consultant medical staff and non training grade doctors have an annual job plan and review; this includes part time and locum staff.

This policy defines the job planning arrangements for those staff.
 

2. LOCATION

This policy applies to all consultant and non training grade doctors working within NHS Fife.
 

3. RESPONSIBILITIES

3.1 The responsibility for consultant and non training grade doctors Job Planning rests with the Medical Director, NHS Fife.

3.2 The responsibility for development, implementation and operation of the system of consultant and non training grade doctors Job Planning is discharged through the Medical Appraisal and Revalidation Group, which is chaired by the Medical Director, NHS Fife.

3.3 Corporate and Clinical Directorates, Services or Community Health Partnerships, as appropriate, will be responsible for ensuring that the job planning process (both annual review and the agreement on appointment) is coordinated and concluded for their consultant and non training grade doctors.

3.4 Consultant medical staff and non training grade doctors will be responsible for participating in the annual job planning process; working with NHS Fife to help gather relevant data and completing all of the necessary job planning documentation in order to reach agreement on their job plan. This must be undertaken annually.


4. OPERATIONAL SYSTEM

4.1 Job Planning

The job plan, as a management tool, is a prospective document setting out a consultant or non training grade doctor duties, responsibilities and objectives for the coming year. The job plan review should be undertaken after annual appraisal has taken place, as discussions in the appraisal process may inform the job plan. Satisfactory participation in appraisal and the annual job plan review are two of the criteria for pay progression.


5. RISK MANAGEMENT

Risks will include non-compliance and sub-standard quality of job plans. These risks will be mitigated by a process of ongoing monitoring by the respective Medical Director / Director of Public Health.
